Foster Program

Do you have room in your home and your heart for pets in need?

Cleburne Animal Services is looking for dedicated individuals to serve as foster parents for abandoned kittens or puppies that are not weaned and need more extensive care than the shelter can provide. In some cases, the mother may be abandoned with the puppies or kittens.

Puppies and Kittens are High Risk

Very young puppies and kittens cannot live in the shelter because their age makes them high risk for contracting illnesses. The foster parent would care for the puppies and kittens until they are old enough to be placed for adoption. Baby animals must be 8-10 weeks old, the appropriate age for their first set of vaccinations, in order to be placed for adoption.

It is preferred that foster homes have previous experience in raising baby animals.

  • The shelter retains ownership of all animals in foster care and makes all decisions regarding the adoption, rescue transfer, or euthanasia of animals fostered.
  • The foster parents house, feed, and care for the animals but all needed supplies, including food or milk replacer supplement, are provided by Cleburne Animal Services.
  • Cleburne Animal Services may do a home inspection of the proposed foster home.
  • If the foster parent already has pets, they are advised to keep the puppies and kittens separate from the existing pets for a minimum of 10 days, as a precaution, in case the abandoned animals have an undetected contagious medical condition. All owned pets must be current on vaccinations, including rabies.
  • The City allows a resident to have 4 pets plus 1 litter of animals (the litter must be under 8 weeks of age) at a residence.
  • Foster parents must reside in Cleburne, Burleson, Joshua, Mansfield, Keene or within 30 miles of the shelter.

Foster Application and Process

  •  Fill out a CAS Foster Application and bring it in person or email to  or fill out the online application.
  • Once it has been submitted and approved, you will be contacted via email and alerted whenever there is a pet in need of a foster home.
  • You will be provided with everything needed to make sure the foster pet thrives in your home
  • Once the foster period is over, the pet can return to our shelter and find it’s new fur-ever home!
