Certificate of Convenience and Necessity (CCN)

A Certificate of Convenience and Necessity (CCN) is a permit issued by the Public Utility Commission of Texas (PUCT) granting a utility a geographic monopoly for providing the utility service. The City of Cleburne currently holds CCNs for water and sewer services.

On Nov. 14, 2023, Cleburne City Council directed for staff to move forward with the decertification (reduction) of the City's CCN boundaries. 

Please see the map for the current and proposed CCN areas.

How Will Decertification Affect Me?

  • Current Utility CustomersIf you are currently using water and sewer services through Cleburne's Utility, you will continue to receive these services after the new boundary lines are approved. No further action is needed.

  • Those Living in the CCN and Don't Currently Have Service: If you are not using water and sewer services through Cleburne's Utility, no extra steps are needed.
