After a year full of projects in 2020, Public Works has initiatives in the pipeline for 2021 to continue maintaining Cleburne’s infrastructure and services.
Staff presented a Public Works update to the City Council at the Nov. 10 meeting. The presentation recapped completed work and provided a look at upcoming projects.
“The Public Works staff is doing a fantastic job,” Mayor Scott Cain said. “We’ve made a lot of progress on getting our streets and infrastructure back and I look forward to continuing these efforts for many more years in the future.”

Street Resurfacing
Over the last several years the city made a substantial reinvestment into our street network resulting in nearly 21 miles of resurfaced roadways.
Downtown Sidewalk Project
Crews completed new sidewalk with a new distinct look in the downtown district earlier this fall. The Downtown Sidewalk Project resulted in more than 36,000 square feet of new sidewalk with railing and colored accents enhancing downtown’s unique atmosphere.
Illuminated Street Signs
This summer, crews installed illuminated street signs across N. Nolan River Road to help increase visibility and safety. Staff plans to implement this signage at more signals throughout the community including working with TxDOT for locations on state roadways in the city.
East Side Drainage Study
The city completed a study of the drainage system on the city’s east side. The study provides an in-depth condition analysis of the infrastructure and identifies solutions for drainage and flooding issues. Staff will use this data to help outline future projects for area-wide improvements including new underground drainage and a lowered curb and gutter street section.
Boone Street Drainage Pipe Replacement
The city is working to improve aging drainage systems that are no longer meeting the needs of the community. This project replaced 225 linear feet of collapsed pipe with new infrastructure in May.
Water Plant Treatment Maintenance
The city continued to invest in its water plant in 2020 by replacing Clarifier No. 2 and reestablishing the existing sludge ponds.
Sewer Manhole Rehabilitation
Keeping in line with the department’s goal of updating the city’s aging infrastructure, Public Works identified 11 sanity sewer manholes that were degrading and rehabilitated them improving their lifespans.
Dale Street Waterline Replacement
In-house crews replaced 550 feet of waterline on Dale Street prior to the start of street improvements.
Upcoming Work
Sparks Drive Project
The city will connect Sparks Drive to the Chisholm Trail Parkway in 2021. This work includes the construction of a bridge over West Buffalo Creek.
Wastewater Treatment Plant Expansion Project
Work is expected to begin in 2021 to expand the city’s Wastewater Treatment Plant, which will increase the facility’s capacity by 40%.
FY2021 Street Maintenance Project and Condition Assessment
In addition to the annual street work of the past several years to resurface several miles of roadways, the city will conduct a condition assessment to create a new street-by-street condition survey and pavement assessment. This study will provide the city with an updated and in-depth understanding of its current road infrastructure. This data will assist in the city’s future maintenance and resurfacing plans.
Master Thoroughfare Plan
The city will begin updating the Master Thoroughfare Plan, which it developed in 2008. The updated plan will provide a rating of various roadways’ efficiencies in key locations, develop a priorities list of network improvements, focus on intersection improvement opportunities, and account for new development and current development trends.
Transfer Station improvements
Staff is working on changes at the Transfer Station in 2021 to improve efficiency such as a separate drop-off location for small loads and improvements to the larger load processing and recycling areas.
Street, Water, and Sewer Renewals
The City will upgrade the existing water and sewer utilities along Phillips Street, Madison Street, Starling Court, and Wren Court and then conclude the work with street pavement replacement.
West Reuse Pump Station and Pipeline
Crews will install a new pump station and pipeline that will allow for an initial 2 million gallons of treated reuse water to be deposited back into Lake Pat Cleburne expanding our available raw water supply.
FM4 Utility Relocations Project
TxDOT has plans to widen FM4 in 2023, which will require the city to replace and relocate existing water and wastewater lines beforehand.
BNSF Utility Relocations Project
BNSF plans to install new tracks along the existing rail line. Before this work can commence, the city must relocate and lower eight water line crossings and two sewer line locations.
