Cleburne Housing’s mission is to assist the very low income with rental assistance, promote safe, decent, and sanitary housing conditions and manage resources efficiently. Cleburne Housing’s jurisdiction is within the City limits of Cleburne.
The Housing Choice Voucher (HCV) Program is federally funded and the rules and regulations are determined by the U.S. Department of Housing and Urban Development. In addition, CHA maintains an Administrative Plan which outlines local regulations. The voucher program allows participants the freedom to select where they want to live within Cleburne Housing’s jurisdiction (which is the City limits).

Cleburne Housing is committed to pursuing and preventing fraud. Fraud may include:
- False statements and claims;
- Misrepresentation of income;
- Bribery/kickbacks;
- Theft or embezzlement;
- Forgery or alteration of documents;
Destruction or concealment of records/documents;
- Receiving funds not entitled to.

Cleburne Housing is currently allocated 355 vouchers. Eligible families will pay approximately 30% of their adjusted income towards rent. |
If you commit fraud to obtain housing, you could be:
- Evicted;
- Required to repay overpaid rental assistance;
- Fined up to $10,000;
Imprisonment up to 5 years;
Prohibited from receiving future rental assistance;
Subject to State and local government penalties |

Families whose total income does not exceed the income limits designated by HUD and who meet other eligibility criteria outlined in CHA’s Administrative Plan. For eligibility purposes, a family is defined as an individual or two or more persons related by blood, marriage, legal adoption, or act of law under the State of Texas who can demonstrate that they have lived together as a family unit for a period of one (1) year prior to admission. In order to be eligible, applicants must qualify as a family, have an income within the very low income limits, meet citizenship/eligible immigrant criteria, provide documentation of valid social security numbers on all family members, and sign all consent authorization forms. |

We are currently NOT accepting applications Applicants interested in receiving rental assistance will complete an application when the waiting list is open to accept applications. The initial application permits CHA to preliminarily assess family eligibility or ineligibility and determine placement on the waiting list. The applicants will be required to provide proof of identification and information needed to make an initial assessment of the family’s eligibility. Such documentation will include copies of social security cards and birth certificates on all family members and citizenship information (if applicable). Proof of identification (picture identification) must be included for all family member(s) 18 years of age and older. All qualifying applicants will be processed in the order received (according to date and time). Incomplete applications will not be accepted or processed and will be returned to the applicant for completion. Completed applications will be stamped with the current date and time which determines the applicant’s position on the waiting list. Opening of the waiting list will be announced via public notice in the local newspaper of general circulation. The public notice will state when, where, and how to apply. The announcement will be in compliance with Fair Housing requirements. CHA will not accept applications when the waiting list is closed nor give out applications. Determining Eligibility: After determining preliminary eligibility, applicants will be placed on the waiting list. Placement on the waiting list does not determine eligibility for assistance. When assistance becomes available, Cleburne Housing will select applicants from the waiting list in accordance with HUD requirements and Cleburne Housing policies. When your name is reached on the waiting list you will be contacted by mail with instructions on what to do for us to determine if you are eligible for assistance. |

| Housing Quality Standards (HQS) top of page» |
HUD regulations require CHA to conduct annual inspections of all units. If a unit does not pass HQS, a list of repairs is provided to the participant and landlord. A follow-up inspection will be conducted to ensure all deficiencies have been met. Some of the most common HQS failed items are: • Non-functional smoke detectors; • Missing, cracked, or broken electrical outlets and cover plates; • Peeling interior and exterior paint; • Trip hazards caused by floor coverings; • Cracked or broken window panes; • Inoperable burners on stoves, missing burner control knobs; • Inoperable bathroom ventilation; • Leaking faucets/plumbing; • Screens missing on windows; • Infestation of vermin (rats/insects); • Trash and clutter, including closets, porches, balconies, and yards; | |
