[ARCHIVED] City Council to add additional Zoning Ordinance Update Open House events in early 2022

The Cleburne City Council is providing more time and opportunities to review proposed updates to the zoning ordinance, map, and future land use map.

At its Nov. 9 meeting, the City Council voted to table adopting the proposed updates to a later date. The Council also directed staff to host additional open house events in early 2022 where attendees can meet with city staff and get their questions answered. The updates aim to modernize the city’s tools that guide future development and growth. 

“After many months of work, the committee of several community members has presented council with a very good zoning ordinance that will serve our city well for years to come,” Mayor Scott Cain Said. “Because this is such a large project, I believe it is important for our community to have time to review the documents and get answers to their questions. 

“That is why council tabled the final approval and directed staff to conduct additional town hall meetings after the holidays.”

The city began developing the updates in summer 2020. The plan was developed by an advisory committee that consisted of residents, local business owners, the development community, as well as elected and appointed officials. Mayor Cain added that the proposed updates are good thanks to the hard work from community members over the past 1.5 years.

The zoning ordinance and map regulate the development of buildings, activities, and land use. The purpose of the updates is to comprehensively revise city-wide regulations to shape future growth with a clear community vision.

The last time the zoning ordinance and map were updated was in 1996. The 26-year-old plan is outdated and inconsistent with the vision and goals set forth in the 2014 Comprehensive Plan. The revised Zoning Ordinance will reflect both current and projected market and neighborhood conditions, as well as incorporate best practices for development regulation.

“A project like this is our opportunity as a community to tell the world what we want to look like as we develop,” Mayor Pro Tem Christopher Boedeker said. “It’s important we break this down into smaller pieces and allow the community to have their questions answered at the granular level.”

The city will schedule open houses in early 2022 and will communicate the schedule through, social media, and postcards delivered to property owners.

Mayor Cain said he hopes this additional time gives community members more opportunity to review the updates and ask questions. 

Community members can also contact the city’s planning staff for questions and information about the update directly. Those interested can also visit to access the proposed update documents and an interactive map where users can type in an address and see the proposed changes for that property. Existing uses such as homes and businesses are grandfathered in and will not have to make immediate changes.
